The San Diego County Water Authority imports water to the arid county, providing nearly 90 percent of the water needed by the cities, towns and districts. Millar's fountain is in the corner of the lobby within the Authority's new headquarters. Millar reproduced a portion of the otherwise wood-and-stone wainscoting in bronze. It frames a small pool of water, in the shape of San Diego County, which cantilevers from it. Periodically, a single drop of water falls into the center of this pool from a pipe nearly 17 feet above, creating ripples across the pool's surface.

The complex hydraulic, mechanical, and electrical components of this fountain are contained within the hidden wall space behind the fountain, shielded from view by the traditional and decorative architectural wainscoting.
