The Office of the General Manager is responsible for running the district, including implementing the policy directives of the board and working with other department heads and member agencies to carry out Metropolitan's mission.

 

The General Manager reports directly to the Board of Directors and provides leadership and management of the water district's public policies and strategic initiatives, assets and resources, and all administrative, operational, and financial activities for Metropolitan.

 

The General Manager is supported by four assistant general managers: the Chief Operating Officer, Chief Administrative Officer, Chief Financial Officer and the Assistant General Manager of Strategic Water Initiatives, as well as the Deputy General Manager of External Affairs. Reporting to these senior managers are seven Groups that administer the District's business affairs.

There are seven management groups that report either to the Assistant GM/Chief Operating Officer, Assistant GM/Chief Administrative Officer, or the Deputy GM/External Affairs. These groups are:

  • Business Services & Information Technology is responsible for Metropolitan's initiatives related to new information technology, business process sustainability and productivity, administrative support services, grant management and business outreach.
  • Engineering Services is an internal full-service engineering team that provides technical services including program management, engineering design, environmental planning, construction management and inspection, facility planning, field survey, dam surveillance, substructures investigations and corrosion control.
  • External Affairs focuses on legislative services, community and customer service, educational programs, media, communications and publications services.
  • Human Resources is responsible for aiding in the recruitment, training, and retention of the District's work force, and management of the District's benefits program for current and retired employees and directors..
  • Real Property Development and Management acquires properties needed for future water conveyance and operations, handles requests from outside parties to use Metropolitan properties for various uses, and manages the Diamond Valley Lake public recreational facilities.
  • Water Resources Management is principally responsible for planning and managing Metropolitan’s imported and local water resource program, as well as advancing water-use efficiency and providing supply and demand forecasts for the region.
  • Water System Operations conveys, treats and distributes water to the six-county service area. It ensures that Metropolitan’s water quality meets all federal and state drinking water standards, and it operates and maintains Metropolitan’s five treatment plants plus its water and power systems.

Separate from these management groups, the Chief Financial Officer manages the district’s financial programs, including financial planning, investments, debt management, and the annual budget and accounting operations. The Assistant General Manager of Strategic Water Initiatives runs the Bay-Delta Initiatives and the Colorado River Resources programs.
