Ethics Concerns:

Directors, employees, contractors and members of the public who have concerns about an individual or organizational process or who have allegations of non-compliance with state or Metropolitan’s rules or regulations that relate to ethics are encouraged to express them to the Ethics Office. The Ethics Office is responsible for ensuring compliance with ethics rules and issues. The Ethics Officer also works with relevant Directors, Officers, and staff in order to improve policy and procedures to promote a more ethical culture.

The Ethics office also encourages Directors, Officers, Employees, Contractors and members of the public to contact us with questions regarding ethics policies.

Expressions of concern or allegations of non-compliance must be submitted to the Ethics Office in writing. They may be reported anonymously or with identification through our independent hotline facilitator, The Network, (888) 228-7794. They may be reported directly to the Ethics office.

Identification is appreciated, as is documentation that supports the allegation. Speculations of wrongdoing or second-hand reports will not be investigated unless accompanied with reasons for believing that the allegation is credible. Allegations of non-compliance will be reviewed through the Intake Process. Credible allegations will be investigated by the Ethics Office and relevant others. Non-compliance will be addressed informally, when possible. At the discretion of the Ethics Officer, credible allegations of non-compliance will be forwarded for formal investigation and findings through the Inquiry & Review Process.

The person expressing concern may be incorrect in his/her allegation, but the allegation must be made in good faith. Filing a malicious complaint is, in itself, a violation of Metropolitan Ethics Policy. Supervisors who see or hear about conduct that may constitute an ethics violation must immediately contact the Ethics Office. All others who believe that an ethics violation has taken place are strongly encouraged to report the complaint.

Appeals, Intake Committee for Director Concerns

In the case of a director who has expressed a concern or of someone who has expressed a concern regarding a director and who is not satisfied by the Ethics Officer's disposition, that appeal will proceed directly to the Inquiry & Review Committee.
